So in regards to decriminalisation, a lot of cities have it in play already. Berlin you can hold up to 15g's which would be considered as recreational use while more is considered distribution and can then catch a case. Medical weed is legal. Most parties want to legalise for economic benefit as Germany already distributes all over the EU via the black market, and the convergent want their VAT.
The heroin reference comment came from a politician who only recently joined the pro–legalisation team. He was making a point about consumer protection and in doing so exaggerated a bit and referred to the dangerous synthetic cannabinoids that street weed IS being sprayed with as heroin. As a German let my describe it a bit more, Germany just released the coalition agreement. Whats in there? It basically tells us following: Cannabis is going to be legal in a 4 year period like luxemburg. Your now able to buy Cannabis in Licensed Shops "Coffeeshops" As i know it could be possible that the cultivating of about 3 Plants for self use is legal to.
So they are still figuring out HOW exactly It's going to be Legalized and Commercialized out here in Germany, they wanted to do it the best way and not like in the Netherlands or other places with grey zones. Today they published and confirmed what each political partys' Role is, so It's theoretically already happened but just in PAPERS. The new German Governments time starts from the 31 March on.. My guess is they will have it commercialized by next Summer, Come to Berlin!!!!!.
The coalition wants to introduce "controlled dispensing of cannabis to adults for consumption purposes in licensed stores." (meaning most likely pharmacies, but we have to see).
The coalition contract was announced today and that is what is says to the subject.
When or how this will implement is not clear yet. But it will be implemented.
Today the new koalition published the way their contract. It says „wenare going to legalise the recreational use of cannabis for adults. It will be sold in lizensed cannabis stores“

Here in Sweeden it is sooooo far away. Hope Germany can inspire the politicians to start taking about it here as well, unfortunately they’re all just a bounce of fools (90% at least). I am a German and I can say that these news was that a secret coalition paper was published. And this paper was about the legalisation. So what we can say at the moment is: they plan a serious legalisation with coffeeshops and not more.
We had election just a few months ago and 3 parties are going to build a government. In this process they need to put on paper what they want to do in the next 4 years and all 3 parties wanted some sort of legalization. Now they have come (not final yet) to the conclusion that they want to allow selling dope in licensed shops for recreational use. I live in germany, and I can tell you that there are so many bureaucratic obstacles, I dont believe in any kind of legalization yet. Just hoping. 😀

Here comes the perspective from a native: There was a leaked paper from the coalition negotiations and the media printed it as a "This is whats gonna happen!" but nothing is settled yet (unfortunatly!!!) The FDP wants to legalize via selling in pharmacies (cause they have a huge lobby and libdems love nothing more than lobbyists) the SPD want a so called "Modellversuch" which means a select few municipalities can distribute Weed to a select group of people and in FOUR years time we shall see if weed dosn't kill the youth or its safe;-) and of course the greens (Bündnis '90 real name) want to free the green at any cost: CSC or coffee shops!!! If they use the Greens bill it would look Similar To the Canadian model, but with legal import for private households(makes sense when having the Netherlands right by, and people are starting to order overseas here too). 30gs purchasing limit, and the limit you are allowed to have at home is 3 crops worth of bud/hash/extracts or edibles. (how that's gonna turn out idrk). 3 blooming plants are max per household. The tax are fairly decent aswell. 4€/g tax. 5€/g hash, 6€/g extract Hope this turns out good. Could be a turning point for Europe as a whole.

You did a pretty good research job; nevertheless, here is my summary: The current coalition negotiation are very complicated. Merkel and her party are leaving the government. This will be the first 3 party coalition. And there are very pressing issues in Germany rn like the pandemic, fighting climate change etc. That's why I think the public weed discussion is absolutely neglected (unfortunately). The SPD wants to be very cautious(decriminalisation + maybe limited test projects), the FDP can't decide whether they want coffeeshops or pharmacies to sell weed, and the greens want basically the same laws as in Canada (coffeshops, 30g and 3 plants per person). The news doesn't really care about the details of this negotiation, and those headlines from last week are mere speculation. We will be hearing more about it when the coalition treaty is made available to the public.
