Yes it may be classified as a medicine in Uk but that is only CBD (which has previously not been covered by UK law). THC is still illegal, although it too has medical applications – sometimes in combination with CBD. Anything can be classified as a medicine in UK but the National Institute for Clinical Excellence (NICE) decides what doctors can prescribe under our national health system. So maybe they will let expensive private health clinics use CBD but you can no longer buy it in a shop or pharmacy (the purpose of this change in classification possibly ?) and most people who need it will never have legal access to it.
All that said it does offer that contradiction with US law – both our governments are acting like we live in the 19th century NOT the 21st (with the Internet and shared scientific knowledge). In the UK politicians still warn us of the mental health toll that cannabis takes on it's users (the main reason they say they cannot consider anything but criminal prohibition). But this is done in wilful ignorance of the millions of medical users in the USA who are not exhibiting any signs of mental health complications from using their medicine (which often contains both THC and CBD in high concentrations).
Another important difference between the UK and USA is that currently nearly all UK cannabis users smoke cannabis in a mixture with tobacco. This mixture is actually more addictive than regular cigarettes and often leads to users using cannabis all day long, every day, to feed their addiction. No one ever makes the distinction that the UK and US are actually talking about 2 very different things when analysing existing "cannabis use". When educating people about the dangers of drugs no attempt is made to lessen the harms associated with cannabis use in the UK, by pointing out the simple fact that it is significantly safer to NOT mix cannabis with tobacco.
There is deliberate obfuscation used on both sides of the Atlantic to cause doubts in the minds of people who might be tempted to support reform of the cannabis laws.
