This reminds me what happened in Dongguan, China over a decade ago. Motorbike gangs cutting people's throat and loot their soon-be dead body.
Then a new police chief of the city is installed, he let an operation to clean up the street where he and a huge team of police officers drives car to ram and capture the gang members. Those who survived the ramming was sent to jail and most of them executed in front of law.
Dongguan is a far better city than what she was. The operation is brutal, but effective.

Well I graduated from university at 21, bought my first house at 25 and my parents said, "we're so disappointed in you, " because I had not bought in one of their approved neighborhoods. They're dead now but I wish I had torn a strip off of them when they were alive. Family means zero to me, nothing, rien, and I wouldn't be joining any gang with some deluded form of replacement. this type of gang initiation happened in my neighborhood as a kid, a poor man was motorscootering home and was stabbed 32 times by two gang initiates, he was screaming and stumbling down the street covered in blood and begging for help… he lived, thankfully, and he has to live with those scars forever because two dumbass kids wanted to kill him senselessly just to join a shitty gang.
