I'm surprised no one has noticed this yet, but the water level is too high, that's why it sounds like that. The air has to pull in from above the downstem and through the perc and whatnot because it's obstructed. I mean, I'm sure it doesn't function like magic regardless, but I bet it'd help a lot.
