I wash all pots before use with a potassium permanganate solution(1/4tsp -gal) and i never reuse soil straight away,i put old soil in a bin of earth worms and other compost(for about 6-8 months) before reuse,i also sprinkle a little cinnamon when i turn the pile. Most important i never buy clones in potted soil or take plants in pots from people this way i avoid things like this coming in and it makes pest management much easier for me.

Prevention is the key in LARGE greenhouses research has shown that fungus gnats can vector plant pathogens such as Fusarium but adding the beneficial nematode (Steinernema feltiae) has proven to be highly effective in managing fungus gnat larvae, in addition to a few other pest . If your growing from home just keep your grow area pest free.
