Most likely going to be synthetic cannabinoids sprayed on real weed. It’s got all the hallmarks really, physical dependency, withdrawals, crazy powerful effects including stimulation and so on. The timeline fits too: 2018 is when the more dangerous and dependency forming analogs hit the market internationally from China.
It’s also really hard to test for them without proper GC/MS with good reference samples to work from.
