  1. Hi dr jones (like yourself) i agree that the proposed rules are the ideal but i too worry about these proposals as a whole becoming law. There are enough dogs finding themselves in rescues with little chance of adoption especially elderly or medicated ones. Elderly handicapped & other restricted members of society are likely to fall short of being able to offer or meet these unrealistic requirements. Many breeds do not even require anything like this amount of exercise a day. They do however need outings to run, socialise & mix with outside people & dogs. i would never side with anyone to take a dog away or fine anyone who truly loves their babies & ensures proper medical food & living conditions. I certainly agree that tethering & forced poor living conditions with lack of food shelter, water, shade interaction be criminalised this will stop a lot of puppy mills & fighting breeders in their tracks as most rescues seem to find them either outside & tethered or inside & tethered or in crated cages for long periods weeks in some cases. But if worded correctly & thought through realistically could go a long way to address neglect issues. Sadly without harder rulings cruelty can not be stopped or properly & adequately sentenced. The law presently fails them badly falling short in animal cruelty cases because legislation simply does not have the power to give to enforse harder sentences. But the reality is …. that most people do treat their dogs as a loved & valued family member & though they work to pay for bills food etc are not the people who are the ones to be targeted. Most people are unable to work part time so what is to happen to these dogs & owners who fall short under these present proposals. Not everybody has a high standard of living It is very worrying. I feel realistically – once a day checking in on your dog or arranging a friend or walker to look in to check on them in a 6 hour period -with time to ensure they can go out & relieve themselves is acceptable with a walk round block and one good run as an adult is fine prividing this will not cause distress. Obviously this is not – for a puppy ofcourse as it may not be for an elderly dog. So if when wanting a dog you can not provide proper time for toilet training for at least first 6 – 8 months please consider a rescue who is already house trained & used to a working home environment. Dr jones is right to be worried about dictation through legislation – it is a thin line. However i do applaud the german government for doing something at least & if only recognising what every dog owner already knows – they are not toys or furniture or handbag or shoes to buy & treat without feelings or emotions & deserve to have the rights too expect proper loving care. I simply think its gone too far with its expectations regarding exercise as i can see heartache ahead for a lot of loving owners put in a terrible dilema. .

  2. How can government check on who will walk their dogs and how many times they do it ? By hiring a secret dog watching agent? New crazy kind of job created for an insane government !

  3. I have a 13 1/2 year golden. She can not walk that long. She gets all the exercise she needs out in the yard. We also play with her inside. In my opinion Government should concentrate on Bused dogs, dog fights, chained with not enough food or water.
    If a dog acts happy I'd say their fine!

  4. I am physically disabled and I purposely got tiny dogs because I know I can’t walk them for more than 5 minutes (when they don’t hide from me because they hate their walks!). They run around our house freely and zip around with each other. I take them out on the deck once or twice a day (more in the warmer weather) for them to enjoy the sunshine/fresh air but both my girls (3 & 5lbs) would be very uncomfortable and possibly get sick in our cold winters and hot summers if they were taken out for so long (even with coats on). They both HATE the cold. So I would be required to hire someone to make my dogs unhappy twice a day?!!! Me, disabled and on an already below poverty income? My dogs have been lifesavers for me and they are my babies! That’s a ridiculous law!!!

  5. Really? Riiiiiiggggghhhhhhttttt, who is going to regulate this???? They can't regulate illegal parking, so they will hire dog walking police? That will be laughed at and not passed.

  6. A one hour walk, twice a day, might be great for a lot of dogs, especially larger dogs who are young and healthy. However it isn't appropriate for all dogs. For example, it would be brutal for my tiny dog who has neurological damage and back pain, especially in the summer heat.

    I agree, how about banning puppy mills, unnecessary surgeries, excessive vaccinations, shock collars, and other forms of abuse? I do agree that all day tethering should be banned, however.

The thing is that it's (mainly) meant for authorities to have something they can use and while I like to hear that the government wants to put animal welfare higher on the agenda, I'm worried about the procedure in real life because there's no telling if authorities will receive correct information. It's mainly a neighbourhood control system they are trusting, so if your neighbour hates you or your dog, it's a visit from authorities for you. Not to mention that not all dogs need the same amount of exercise: Puppies, small breeds, old, sick dogs or those that had had surgery – simply any dog that shouldn't be walked that long, or on a very hot / cold day when a dog shouldn't be out that long for crying out loud. Your neighbour who might not know the dog's condition (or doesn't care) could cause a lot of problems. Truthfully, I doubt it will have the right impact. Well, I guess I'll wait and see.

  8. Leaving dogs tied or confined should not be torture, but I see situations where it is!!! People (I am disabled, so I do understand, however…) who don't care about the health, safety, and well-being of their dogs is horrific and all too commonplace. If laws to walk dogs are imposed, then there should be a safety catch that provides free or affordable help to those who can't do it themselves. Yes, I don't trust people with my dogs either, so what is the solution?

    A disabled man in our town has a tiny dog and he doesn't take care of it. The dog fears for its life and is often injured by this guy's inability to care for it. His last few dogs died of neglect, yet our sheriff's dept seems to think this guy needs companionship – but at the cost of the dog's lives and/or well being? Disgusting and cruel.

  9. That's crazy! I have an elderly dog that doesn't want to be outside for very long. What about the extreme cold of winter or heat of summer? So many things were not considered here including what you had mentioned. I bet euthanasia increases dramatically over time if this is enforced as many loving pet owners are simply unable to meet such totalitarian demands. This is so sad, thanks for sharing.

  10. As you said, it isn’t the government’s position to regulate exercise for dogs, people or anything else. As others have said, there are many reasons why 2 hours of walking would be contraindicated. I had a 15 year old dog that, while in good body condition, was somewhat pale and lethargic. I would take him for a slow, brief walk down the road once a day. Little did I know he had a tumour on his spleen the size of a grapefruit, until the day we brought him in for euthanasia. I doubt he would’ve had those final month or otherwise happy life, if I’d forced him to walk two hours a day. It would’ve killed him.

    Human fitness is 80% diet and 20% exercise. Animal fitness is likely similar. If people kept their pets in a health body condition, light to moderate exercise would be sufficient. Good luck enforcing that!

  11. I think the law of walking your dogs twice a day is a GREAT LAW! This country needs a law like that. It will prevent obesity, diabetes, liver disease etc. I think some dogs are over fed and if you add their poor diet..they are do for an early death. The food itself is terrible! We feed our dogs food that has been in the shelf for months and it is full of preservatives and additives.
    The cropping of the ears and cutting of the tails is nothing! If you consider the long sufferings of the dogs and cats when they get cancer for eating that crap.
    I feed my dog homemade meals and I try to use organic ingredients as much as I can and yes my dogs takes his hour walk. My dog got very ill when he ate commercial dog food, he had diarrhea, his feces were poorly form and sometimes they were bloody.
    My vet kept prescribing 'dog food' for
    dogs with stomach issues but did not improve much and then I changed vets and I asked her if I could feed my dog homemade meals. She said that it was a great choice and gave mi
    some recipes that I keep using. My dog does not have any GI issues anymore.

  12. Okay seriously I live in the high desert and it’s a 115 degrees today, my dogs would have burnt feet if we walked today and it be dangerous for our 13 year old Basset hound bubble. Our dogs come first, treated as family members, eat well, have a vet we love. And they play and race in house so they do get exercise.

  13. Bloody ridiculous! I have a half acre property, and my dog play all day long. They get plenty of exercise! They do NOT need to be walked twice a day. That is total crap! There are old dogs, who have arthritis and other issues. They cannot walk twice a day. In fact it would amount to animal abuse, if you forced the dog to walk. So it is NOT the duty of the government, to inflict this law on animal owners. The woman needs to go to a nice home, where she gets regular meds, and has her diaper changed, on a regular basis too.

Insanity… while my GSD/border collie mix does get walked twice a day in addition to having a fenced in yard and a retired at home owner, my corgi mix has orthopedic issues that ban her from walks and my previous lab had laryngeal paralysis which also banned him from his walks. My labs from years ago were fine with sleeping on my bed all day until I got home, as long as they had a regimented schedule. Who is going to police and enforce these laws? What, are people going to need a “get out of walks” note from their vet for dogs unable to comply too? This is insane and most importantly doesn’t address the priority issues that you mentioned.

Well I don't see it being a horrible thing it would get those people to actually walk there dogs if it's one thing I don't like is these people who never took the time to socialize there dogs and when they finally decide to actually walk there dog the dog is virtually unapproachable to other people or dogs. So I can see it being a good thing to push these people to walk there dog even for a short walk

  16. During the beginning of the lockdown Getman goverment were telling dog owners they could only take their dog out once a day for around 15 minutes. Governments need to be reminded that we put them there n they work for us. 🤦‍♀️🇺🇸🇨🇦✌🤘

  17. The Governments just want to take over our life's completely. Just let us live our live's the way we want and leave us a lone with our dogs. go out and stop the badly treated dogs and puppy FARMING. All they want is more money, How would they regulate it any way.

  18. I have 3 very small dogs,2 are blind, one is deaf they would die of fright they are complete couch potatoes unless carried That makes no sense. My daughter has a pittie that she runs for an hour twice a day. That dog is still pretty much a puppy so she does get the zoomies. I don't see how that can be legislated, every animal and partner have different issues which are inherently private. Ridiculous.

  19. I agree that dogs should be taken out for walk but it all depends on the dogs and also their owners. Hachi always goes out with us, whether its a walk or shopping. He is included in our daily lives but then it depends on the weather. I will not take Hachi out when it is a very hot weather and he hates rain. We do get hot weather here in England not often. There are dogs struggle to walk for 2 hours due to their health and well being also the owners who maybe disable or elderly. For those who work, it will be difficult to go back and forth to check on the dogs especially if they are working far away from home. Germany is losing sight on the real issue as you said it Dr. Jones. Take care
